This is a remarkable achievement for 20-year-old Finley who has only 2 years’ experience as a licensing officer. He is described by colleagues as having a sharp intellect and an indomitable positive attitude and keeps his cool even when under great pressure. He has demonstrated a capability to navigate the complexities of all things licensing, stepping up when necessary and making himself available to take on new challenges during his development. When a position for a new regional officer dedicated to rising stars came up in the Institute’s Northwest Region, he volunteered and was elected to the position.

The Charles Holland Award is jointly awarded by Francis Taylor Building and the Institute of Licensing to honour the legacy of Charles, a former member of FTB (as well as Trinity Chambers in Newcastle). It seeks to recognise, celebrate, and motivate individuals in the early stages of their licensing careers demonstrating excellence and extraordinary promise, reflecting Charles’ generosity in mentoring younger colleagues.
