Practice Profile
Kate is a second six pupil who is now accepting instructions across all of Chambers’ core practice areas.
Kate was supervised by Hugh Flanagan in her first four months of pupillage and is currently supervised by Rebecca Clutten. She has gained experience in planning, public law, major infrastructure projects, compulsory purchase and compensation, and rating law.
Kate read English at Oxford University. While studying for the GDL and the Bar Course, she worked with CPRE London as a Policy and Advocacy Volunteer and was involved with planning proposals and policies concerning development on London’s green spaces and grey belt.
Kate has gained experience in a range of planning matters and has assisted in:
- Planning inquiries and judicial reviews. In particular, Kate’s experience includes:
- Assisting at a three-week planning inquiry which involved a controversial redevelopment of part of the Truman Brewery estate in Brick Lane. The Inquiry raised heritage, design and townscape issues.
- Assisting in a one-week planning inquiry for a large-scale HMO, which raised traffic and highway issues.
- Drafting a pre-action response in a proposed challenge to a grant of planning permission for a solar farm within a National Landscape.
- Drafting a summary ground of resistance in a challenge to the outline grant of planning permission for large-scale housing development, which involved the interpretation of and the requirements of s106 agreements.
Kate’s experience in public law includes:
- Drafting a statement of grounds for refusing permission to appeal in respect of a challenge to an Act’s compatibility with the European Convention on Human Rights
- Drafting a skeleton argument in a case which concerned the statutory interpretation of the Building Act 1984
- Preparing a research note on time limits for judicial review
Kate’s experience in rating includes:
- Drafting a statement of case resisting a proposal to delete a hereditament from the list
- Drafting advice on rateable occupation, and alterations to the rating list
- Preparing a research note on the procedural requirements under The Non-Domestic Rating Regulations 2017
Kate’s experience in major infrastructure projects includes:
- Drafting a skeleton argument and statement of grounds for refusing permission to appeal in respect of a challenge to a refusal to revoke or vary a Development Consent Order.
- Preparing a research note on the overlap between the order limits of different DCOs.
Kate’s experience in Compulsory Purchase and Compensation includes:
- Preparing a note on the meaning of ‘Order Land’ under s.131 of the Planning Act 2008
Kate’s experience in Highways, Commons and Open spaces includes
- drafting an advice and a pre-action response in a proposed challenge to a decision to deregister and exchange common land, which concerned the statutory requirements under The Deregistration and Exchange of Common Land and Green Regulations.

Mar' 26Splitting hairs: renewable energy and EIA – the Raeshaw case
On 17 February 2026, the Inner House to the Court of Session (the Scottish equivalent to the Court of Appeal) quashed a decision to grant planning permission for a wind turbine farm that had not included in this Environmental Impact Assessment (“EIA”) consideration of the future grid connection. The case, Raeshaw Farms Ltd v Scottish Ministers [2026] CSIH 10, offers important guidance on the approach decision-makers and developers should adopt when assessing renewable schemes under EIA provisions.
