Practice Profile

Jeffrey is a second six pupil who is now accepting instructions across all of Chambers’ core practice areas.

Jeffrey was supervised by Hugh Flanagan in his first four months of pupillage and is currently supervised by Rebecca Clutten. He has gained experience in planning, public law, major infrastructure projects, compulsory purchase and compensation, and rating law.

Before coming to the Bar, Jeffrey read Architecture at the University of Cambridge. He went on to work at an architectural practice for four years where he was involved in projects from initial concept to final delivery.

Jeffrey’s experience in planning includes:

  • Drafting an opinion on the merits of judicial review in respect of a grant of planning permission for storage and distribution facilities
  • Drafting summary grounds of defence in a statutory challenge to a grant of planning permission for a solar farm
  • Drafting a pre-action protocol response in a statutory challenge to a grant of planning permission on a site within a National Landscape
  • Drafting representations in respect of CIL liability
  • Preparing a research note on powers in respect of Conservation Area designations

Jeffrey’s experience in public law includes:

  • Drafting a skeleton argument in relation to a challenge to the Government’s approval of proposals for a long-distance footpath
  • Preparing research notes on the amended duties in respect of Protected Landscapes introduced by s.245 of the Levelling Up and Regeneration Act 2023
  • Preparing a research note on powers in respect of central government funding
  • Preparing a research note on time limits for judicial review

Jeffrey’s experience in major infrastructure projects includes:

  • Drafting a statement of grounds for refusing permission to appeal in respect of a challenge to a grant of a regulatory licence
  • Preparing research notes in relation to a DCO concerning project description, development parameters, and associated development
  • Preparing a research note on the scope of an environmental statement

Jeffrey’s experience in compulsory purchase and compensation includes:

  • Drafting an advice on a claim for injurious affection
  • Drafting an advice on matters arising from land compulsorily acquired for highway improvement works
  • Preparing a research note in respect of the acquisition of private interests in Crown land
  • Preparing a research note in respect of reforms proposed by the 2024 Law Commission Consultation Paper

Jeffrey’s experience in local government includes:

  • Preparing a research note on rights of burial

  • Drafting an advice on the rateability of service plant and machinery

Before coming to the Bar, Jeffrey worked in architecture for four years, where he was involved in residential and commercial projects across various work stages. This background means that he is particularly well-equipped in dealing with technical matters and design-related issues. Jeffrey holds both an undergraduate and a master’s degree in Architecture.

Poultry and Pollution: The National Farmers’ Union v Herefordshire Council & Ors [2025] EWHC 536 (Admin)

On 10 March 2025, the High Court dismissed a challenge to the Herefordshire Minerals and Waste Local Plan (“the MWLP”) brought by the National Farmers’ Union (“the NFU”). Whilst the immediate impact of the decision will primarily affect livestock production in Herefordshire, the Court’s conclusions on the meaning of “waste” is likely to have wider implications for the agricultural sector more generally.
