Jeffrey is developing a busy practice across Chambers’ specialisms. He brings a unique skillset from his previous training and experience.

Jeffrey first trained and worked in architecture before coming to the Bar. As a result, he is comfortable working on cases which require a detailed understanding of technical issues.

Recent highlights include:

  • Assisting Rebecca Clutten in a compensation claim: Nofax Station Road Ltd v LB Barnet [2025] UKUT 241 (LC)
  • Assisting Charles Streeten at a 6-day planning inquiry in relation to a former mineral site
  • Advising on various procedural aspects of an application for judicial review (as sole counsel)
  • Advising on rights of way matters as part of a development plan examination (led by Suzanne Ornsby KC)

Jeffrey’s experience in planning includes:

  • Acting as junior counsel to Suzanne Ornsby KC in advising on rights of way matters as part of a development plan examination
  • Assisting Charles Streeten at a 6-day planning inquiry in relation to a former mineral site
  • Drafting summary grounds of defence in a statutory challenge to a grant of planning permission for a solar farm
  • Drafting an opinion on the merits of judicial review in respect of a grant of planning permission for storage and distribution facilities
  • Drafting an opinion in respect of strategic planning matters and the effects of prospective legislation
  • Drafting a pre-action protocol response in a statutory challenge to a grant of planning permission on a site within a National Landscape
  • Drafting a pre-action protocol letter in relation to a challenge to a local authority’s approval of cycle track lighting
  • Drafting representations in respect of a developer’s liability for CIL

Jeffrey has also provided research assistance on areas including:

  • Permitted development rights for electronic communications apparatus
  • Designation of Conservation Areas
  • Section 31(2A) of the Senior Courts Act 1981

Jeffrey’s experience in compulsory purchase and compensation includes:

  • Assisting Rebecca Clutten in a compensation claim: Nofax Station Road Ltd v LB Barnet [2025] UKUT 241 (LC), which concerned AAD and the application of the ‘no-scheme rules’ under section 6A of the Land Compensation Act 1961
  • Assisting Rebecca Clutten and Daisy Noble in a compensation claim arising from land acquisition by HS2
  • Providing assistance to Curzon Park Ltd in the SoS for Transport v Curzon Park Ltd CAAD appeal (led by James Pereira KC and Caroline Daly)
  • Assisting Caroline Daly and Esther Drabkin-Reiter in successfully promoting a CPO on behalf of Rotherham MBC
  • Drafting an advice on matters arising from land compulsorily acquired for highway improvement works

Jeffrey has also provided research assistance on areas including:

  • Private interests in Crown land
  • Loss of profits and commencement of businesses
  • Separate corporate personality in the context of a claim for compensation
  • Powers to enter and survey land
  • Costs jurisdiction of the Upper Tribunal (Lands Chamber)
  • HS2 Phase 2b

Jeffrey’s experience in public law includes:

  • Drafting a skeleton argument in relation to a challenge to the Government’s approval of proposals for a long-distance footpath
  • Assisting in a challenge to the dismissal of a complaint by the Office of the Independent Adjudicator for Higher Education
  • Providing research assistance in relation to a challenge to the Ministry of Justice

Jeffrey has also provided research assistance on areas including:

  • Duties in respect of Protected Landscapes introduced by s.245 of the Levelling Up and Regeneration Act 2023
  • Awards of second sets of costs in a statutory review claim
  • Parliamentary privilege and ministerial statements

Jeffrey’s experience in major infrastructure projects includes:

  • Drafting a statement of grounds for refusing permission to appeal in respect of a challenge to a grant of a regulatory licence
  • Preparing research notes in relation to a DCO concerning project description, development parameters, and associated development
  • Preparing a research note on the scope of an environmental statement
  • Preparing a research note on the costs for a warrant issued under s.173 of the Housing and Planning Act 2016
  • Preparing a research note in respect of restrictive covenants and uplift payments

Jeffrey has provided research assistance on areas including:   

  • Rights of burial
  • Obstructions to highways

Jeffrey gained experience in rating law as a pupil during his supervision by Hugh Flanagan. Jeffrey’s experience includes:

This background means that he is particularly well-equipped in dealing with technical matters and design-related issues. Jeffrey holds both an undergraduate and a master’s degree in architecture.

The Protected Landscapes Duty: Where Are We Now?

Section 245 of the Levelling-up and Regeneration Act 2023 (“LURA 2023”) amended the duty on relevant authorities in respect of their functions affecting Protected Landscapes. Whereas prior to the amendment, relevant authorities were under a duty to “have regard to” the statutory purposes of Protected Landscapes, they are now required to “seek to further” these statutory purposes. Environmental Principles in the Court of Appeal: R (Rights: Community: Action Limited) v The Secretary of State for Housing, Communities and Local Government [2025] EWCA Civ 990

On 25 July 2025, the Court of Appeal handed down its decision unanimously dismissing the appeal against the judgment of Lieven J on 2 July 2024. This decision offers important guidance at appellate level on the Courts’ approach the duty under s.19 of the Environment Act 2021. Poultry and Pollution: The National Farmers’ Union v Herefordshire Council & Ors [2025] EWHC 536 (Admin)

On 10 March 2025, the High Court dismissed a challenge to the Herefordshire Minerals and Waste Local Plan (“the MWLP”) brought by the National Farmers’ Union (“the NFU”). Whilst the immediate impact of the decision will primarily affect livestock production in Herefordshire, the Court’s conclusions on the meaning of “waste” is likely to have wider implications for the agricultural sector more generally.
