Cardiff Council supported the proposed development, and hearings were held on 11-12 July 2023 and on 16 January 2024. In a decision issued on 30 January 2025, the First Minister has agreed with the Inspector’s report that the loss of land in the Rumney and Peterstone SSSI is outweighed by:
- Compliance with a strategic allocation policy in the Cardiff Local Development Plan;
- The potential creation of over 3,000 jobs in an area identified as within the 10% most deprived in Wales;
- The wider sustainable benefits provided by the proposed railway station and transport hub;
- The benefits of focusing new development around public transport; and
- The mitigation, compensation and enhancements to biodiversity and the SSSI embedded within the proposed development.
Morag Ellis KC and Michael Feeney acted for the applicant, Cardiff Parkway Developments Limited, instructed by Burges Salmon LLP. Emyr Jones acted for Cardiff Council, instructed by Cardiff Council legal department.
