Oxford Flood Alleviation Scheme CPO Confirmed

24 September, 2025

On 12 May 2025, the Secretary of State for Environment, Food and Rural Affairs confirmed a Compulsory Purchase Order to facilitate the delivery by the Environment Agency of a major flood alleviation scheme in Oxford.

The scheme will provide urgently needed flood protection for at least 1,000 homes and businesses currently at risk in Oxford, as well as transport infrastructure and utilities.  Over its lifetime, the OFAS scheme will result in £1.574 billion in flood damages avoided.

The decision to confirm the Order follows a public inquiry held in December to January 2024.

Daisy Noble was instructed by Burges Salmon on behalf of the Environment Agency.  Richard Honey KC advised in earlier stages of the promotion of the scheme.
