The CPO was made by the London Borough of Newham and concerned James Riley Point, a 23-storey residential tower block built in the 1960s, which forms part of the Carpenter’s Estate, adjacent to Stratford Station and the Queen Elizabeth Park, London.
The Council’s proposals for James Riley point, which has lain unoccupied for several years, comprise the full stripping out of the building and its reconfiguration to deliver 136 new apartments configured to meet modern standards. 96% of the units will be affordable tenure. Planning permission for the works was granted by the LLDC on 13 April 2023
The Inspector accepted that the James Riley point scheme is proposed and would be funded as a stand alone scheme, but forms the first part of a wider scheme for regeneration of the surrounding Carpenter’s Estate.
A leaseholder of James Riley Point and several former occupants maintained objections to the confirmation of the order.
