In a decision letter dated 10 February 2026 the Secretary of State for Energy Security and Net Zero granted a development consent order (DCO) for the Outer Dowsing Offshore Windfarm project, one of the UK’s largest offshore windfarms.

In a decision letter dated 10 February 2026 the Secretary of State for Energy Security and Net Zero granted a development consent order (DCO) for the Outer Dowsing Offshore Windfarm project, one of the UK’s largest offshore windfarms.

The DCO authorises the construction, operation and maintenance of an offshore windfarm approximately 54km off the Lincolnshire Coast comprising up to 100 wind turbine generators with a generating capacity of up to 1.5GW.  It is expected to generate renewable electricity equivalent to the annual electricity consumption of over 1.6 million households.

A six-month examination was held into the application, with a five-member Examining Authority.  The examination ran from 10 October 2024 to 10 April 2025 and involved eight Issue Specific Hearings and two Compulsory Acquisition Hearings, following which the Examining Authority recommended that the DCO should be made. 

Following receipt of the Examining Authority’s recommendation and report, there were five rounds of requests from the Secretary of State for additional information and submissions by the applicant, GT R4 Limited, and other Interested Parties in response.

The Secretary of State agreed with the Examining Authority’s recommendation and granted the DCO.
