The Order relates to 6.5 hectares of land on the Grahame Park Estate in Colindale and was promoted to enable stage B of major estate regeneration on the largest housing estate in the London Borough of Barnet.  Conceived in the 1960s and completed in the 1970s, the Grahame Park Estate suffered from the severe disadvantages that are so often associated with estates of that vintage: poor fabric, lack of facilities, prone to anti-social behaviour, unsafe and with poor connectivity.

The inspector accepted the Acquiring Authority’s case in its entirety, concluding that

• the Order land is required in order to secure the carrying out of the regeneration of the Grahame Park Estate;
• the scheme would secure economic, social and environmental improvements;
• there are no material considerations or objections which would outweigh the matters in support of the Order; and
• there is a compelling case in the public interest in favour of its confirmation.
