Haringey Council has been authorised by the Secretary of State to confirm the London Borough of Haringey (Tangmere and Northolt) Compulsory Purchase Order 2021 following withdrawal of all objections after the scheduling of an inquiry.

Haringey Council has been authorised by the Secretary of State to confirm the London Borough of Haringey (Tangmere and Northolt) Compulsory Purchase Order 2021 following withdrawal of all objections after the scheduling of an inquiry.

The purpose of the Order is to allow the demolition of two blocks of flats on the Broadwater Farm Estate in Tottenham which had become structurally unsafe with age in order to facilitate redevelopment and the delivery of qualitative and intended quantitative housing gains. 

Broadwater Farm is a large social housing estate built in the late 1960s and early 1970s consisting of 12 housing blocks and associated amenity and community spaces.  It has long been the focus of regeneration initiatives in the Borough.

The Council made the CPO under section 17 of the Housing Act 1985 to “acquire land for housing purposes”.

Following demolition of the blocks, the replacement housing will be built to up to date building regulations standards and will provide for at least the same number of social rented homes.  The new housing stock will therefore represent a significant qualitative improvement to the existing housing stock and its amenity.  The Council is also exploring options to deliver a quantitative housing gain by building additional homes as part of the redevelopment.

There is a significant need for new homes in Haringey.  Haringey also has a significant need for social housing, with a large housing register and a high number of people considered homeless and living within temporary accommodation.  It is therefore important that the Council takes advantage of any opportunity to provide a qualitative and indeed quantitative social housing gain within the Borough.

There were seven statutory objections to the CPO made by leasehold owners of flats in the two blocks. But none of these were pursued after the making of their initial objections and the submission of the Council’s statement of case.
