The Inspector dismissed the appeal on several grounds, upholding many of the reasons for refusal pursued by the Council.  The Inspector concluded that the proposed development would significantly harm the character and appearance of the area, including the setting of the corridor of the River Wey.  The Inspector also agreed with the Council that there would be less than substantial harm to the Wey and Godalming Navigations Conservation Area which was not outweighed by any public benefits.  The Inspector also agreed that the proposed development would adversely affect the living conditions of a nearby occupier through noise and disturbance and, because of its proximity to an agricultural barn, would not provide satisfactory living conditions for some future occupants.
